Local Law 97 (LL97) promotes energy efficiency, electrification, and renewable energy in New York City. There will be mandatory carbon limits for covered buildings during every compliance period, requiring property owners to create a plan to invest in building upgrades to reduce emissions and meet compliance.

However, those RECs must be produced in or directly deliverable to New York City’s portion of the grid, making this a nonexistent commodity (though that might change).
The New York State Energy Research and Development Authority (NYSERDA) is offering to pay up to 75% of the cost of a comprehensive study to identify near and long-term decarbonization steps, which is in addition to the incentives offered by Con Ed and National Grid for implementing specific upgrades and efficiency measures.
